Last season's 20-goal marksman has renewed talks with Vale chairman Bill Bell and Brian Horton after being issued with a Friday deadline.
"I need to know what Tony plans to do so we have given him a deadline of today (Friday)," Horton confirmed.
"If he goes I have to act quickly to find a replacement because players are on the move. I have spoken to a young striker at a top club he has other irons in the fire, so I have someone else in mind.
Naylor responded by telling The Sentinel: "I don't particularly want to be moving at my age. I have been with Vale for seven years and showed my loyalty last time by signing a four-year contract.
"I did not ask for a pay rise and would have been happy to stay on the money I was on, but what I was offered was quite a big reduction in wages."
Meanwhile, 18-year-old defender Alex Gibson has moved across the Potteries after agreeing to join Vale from Stoke on a one-year contract.
