Forest have already had a bid rejected for Clarke and Pulis is unhappy that Forest have gone public with their interest in the player.
Pulis has ruled out a move and is hopeful that the player will sign a new deal at The Britannia Stadium.
"Clarkey isn't going - and certainly isn't going to Nottingham Forest," said Pulis.
"He wants to sign a contract at this football club and hopefully we will get that sorted very soon."
Meanwhile, Stoke have completed the signing of Cardiff defender Chris Barker on loan.
Stoke director of football John Rudge was delighted to have brought in Barker.
"We are very pleased to get Chris on loan," Rudge told the club's official website.
"He can play left or right side and gives us extra competition in defence. He is very experienced at this level and adds something extra to our squad."
