Jerome, who was also severely warned as to his future conduct, requested a personal hearing which took place on 13 August 2013.
The fine is subject to appeal and no suspension was handed down.
Jerome's charge is not related to match fixing or betting on games he played in.
Tottenham midfielder Andros Townsend was fined £18,000 in June and banned for four months, three of those months suspended, for a breach of betting regulations.
That meant he missed playing for England Under 21s in the European Championship after he withdrew from the squad.
