Diouf, who moved to the Bundesliga from Manchester United in 2012, is available as a free agent this summer after turning down the offer of a new deal at the HDI-Arena.
He had a difficult time during his previous stay in England, managing just four Premier League goals combined between his time at United and a loan spell at Blackburn, but the Senegal international found the net eight times from 19 league games last season in Germany.
Despite the Potters believed to be closing in on the 26-year-old's signature, Kind was cynical as to why nothing had been concluded yet between the two sides, claiming the failed negotiations to renew his contract proved problematic.
"I am really not surprised to hear the Bosman transfer of Mame Biram Diouf is not yet completed," he told kicker-Sportmagazin.
"Even in those talks with us, there were issues coming up now and then. And those issues were right in the borderline and almost exceeding tolerable limits."
