The Division Three side had expressed a strong interest in the 19-year-old who has just been released by Colchester United.
"We were made aware that he may be available," Wignall told the club's website. "We put our hat in the ring and tried to persuade him to come here.
"I hadn't actually spoken to the lad himself, I had spoken to Phil Parkinson and apparently he is not going to be coming to us but instead is going to another club."
He added: "I have heard that it may be Luton Town he is moving to, there are no certainties about anything in football but it's a shame it's not us."
The Roots Hall chief worked with Morgan during his time in charge of Colchester and knows the player well after seeing his development through the junior ranks at Layer Road.
"He has come through the system, has great talent, perhaps he has not shown that as much as he should do for a young player but eventually he is going to show what he can do.
"We are looking at players all the time and Dean was one that just cropped up, it would have been nice to have got him here but I guess it just wasn't meant to be," Wignall concluded.
