Bromby has been on loan to the Carrow Road club and The Owls were keen to try and cash in on the defender, instead of extending his loan with the Norfolk-based outfit.
His current spell ends following Tuesday's match against Wimbledon and Worthington has decided to turn down Wednesday's proposal to sign Bromby in exchange for Nielsen moving to Hillsborough.
"Sheffield Wednesday approached us last week with a swap deal for David and Leigh," Worthington told the Canaries' official website.
"I took the weekend to consider it and decided to reject it."
Meanwhile, Chris Llewellyn has extended his loan with Division Three strugglers Bristol Rovers until the end of the season.
Despite the 23-year-old remaining at the Memorial Stadium until the season's end, Worthington has warned that the extension will not lead to a permanent move.
"It is not in view of a permanent move," Worthington added.
"It's just a case of getting more football under his belt and help Rovers stay in The Football League."
