The new Ashton Gate boss is keen to find a new target man following the summer departure of Lee Peacock to League One rivals Sheffield Wednesday.
With another striking target in Steven MacLean also moving to The Owls this summer, Tinnion admits he will look into the availability of the former Hartlepool United and Northampton Town hit-man.
"We're looking for a target man and Steve Howard is one of the best at this level," Tinnion told the club's official website.
"We've not made any contact with Luton yet, but we certainly intend to make at least an enquiry early next week."
Back in May, Howard was the subject of a £500,000 bid from Sheffield Wednesday that was turned down by the Kenilworth Road club.
The Robins, meanwhile, have been handed a boost with the news that highly-rated centre back Clayton Fortune has committed himself to the West Country club for next season.
This despite the fact that City accepted a third, improved bid of £400,000 plus bonuses from Preston North End for the former Tottenham Hotspur trainee.
Tinnion expressed his delight with the 23-year-old's decision to stay at Ashton Gate and fight for his place in the first team for the coming campaign.
"It's great that Clayton has decided to stay with the club and fight for his place," Tinnion added.
"Even before the Preston bids, I met with Clayton to inform him that a good pre-season could see him starting the campaign in the first team."
