Seven players have already dropped out of contention through injury and the loss of Cardiff stopper Gabiddon is a major blow ahead of the Euro 2004 qualifier with Azerbaijan.
"There is probably no use me playing if I am not 100 percent fit and I would be lying if I said I was," said Gaibbidon.
"I have got through training but it is not perfect."
Celtic striker John Hartson, who has been linked with a move to Middlesbrough in Wednesday's press, is also a doubt with tendonitis in his knee.
Craig Bellamy, Nathan Blake and Gareth Taylor are just three attackers on the sidelines so Hughes may be forced to risk Hartson despite the former West Ham man lasting just 10 minutes in training.
Hughes is not taking the opposition lightly and wants to maintain Wales' 100 percent start to the qualifers.
"I remember going to Georgia with Wales and everyone thought that just because the country had only just been formed it would be easy," said the former Manchester United man.
"As it turned out they were fantastic on the night and beat us 5-0. We have to guard against that here."
