The 30-year-old enjoyed a spell on loan with The Saddlers last season, prompting manager Colin Lee to try and make the deal a permanent arrangement at the time.
Both Walsall and then club Wimbledon failed to agree terms and Ainsworth ended up clinching a move to The Bluebirds last March.
Despite the Welsh club reaching promotion, the midfielder failed to earn a new deal at Ninian Park.
Recently, Ainsworth has been linked with an imminent move to Division Two side Queens Park Rangers.
However, no deal has yet been confirmed by The R's and with the player's situation seemingly in the balance, Walsall have decided to offer him a contract at The Bescot.
It remains to be seen if The Saddlers' contract offer will prompt QPR into completing a deal with Ainsworth, or if he indeed considers a return to the West Midlands outfit.
