First half goals from Paul Parry and Robert Earnshaw were enough to give the hosts all three points, but they were made to sweat for the win after Leon McKenzie pulled a goal back in the second half.
Cardiff started brightly and Earnshaw missed a good chance to break the deadlock on nine minutes when he got clear of the Norwich defence and lobbed the ball over Robert Green, but onto the top of the net.
The home side grabbed the lead on 17 minutes in somewhat fortuitous circumstances when a cross from Parry out on the left bounced up off the ground and into the net past Green.
Cardiff doubled their lead just three minutes when Parry turned from scorer to provider unselfishly squaring the ball across goal for Earnshaw to tap home into an unguarded net.
The Bluebirds came close to adding a third on 25 minutes when Tony Vidmar smacked his header from Parry's corner against the post..
Norwich improved in the second half with substitute Leon McKenzie heading just wide from a corner from fellow substitute Phil Mulryne.
Green kept Norwich in the contest with a superb save from John Robinson on 48 minutes after a neat dummy from Alan Lee had opened up the visitors defence.
McKenzie gave Norwich hope pulling a goal back on 55 minutes with a fine turn and finish.
Norwich poured everything into attack with McKenzie going close on three occasions as they went in search of an equaliser.
Gary Holt sent a shot from the edge of the area just wide of the post ten minutes from time as Norwich continued to push forward, but Cardiff held on for all three points.
