The Wales international has been considered one of the best goalscorers in England's lower divisions the past few seasons, having attracted summer interest from Premiership sides Charlton Athletic and West Bromwich Albion.
With the Old Firm club in need of a suitable replacement for the departed Henrik Larsson, Bhoys boss Martin O'Neill is thought to be monitoring the progress of the 23-year-old.
The former Ninian Park trainee, who had a brief loan spell in Scotland with Morton in the 1999/2000 season, revealed he would consider a move to Celtic Park if the Scottish Premier League side came in for him.
"I played in Scotland before with Morton and enjoyed it," Earnshaw said. "And I know how big a club Celtic is and how, for that matter, they are always successful and are competing in Europe.
"If a club agrees a fee with Cardiff, I would look at it because I want to play at the highest level.
"I'm doing that with Wales at international level and I want to do it at club level, too.
"But I have three years left on my Cardiff contract and until they tell me differently, I am their player."
