Star man Robbie Blake had carved out an early opportunity that was well blocked by Tony Vidmar, and Tony Warner saved comfortably from a Chaplow effort.
The lively Jean Louis Valois fired wide as Burnley attempted to break the deadlock, and Blake saw a rising effort drift narrowly over.
But just when the crowd were anticipating another stalemate, Blake carved out an opportunity for England Under-21 international Chaplow who kept his head to smash home with just two minutes left on the clock.
There was still time for Danny Coyne to deny Cardiff a leveller - but Burnley are now in the top half of The Championship table.
