The 27-year-old, who was recently sidelined with a calf injury, is expected to appear for The Bluebirds when they face Gillingham on Saturday.
Lions assistant manager Ray Wilkins told the club's official website that Harris's loan move to South Wales should give him a chance to earn more playing time.
"With the players Dennis and I have brought in, Neil's chances of starting have been limited," Wilkins said.
"A couple of clubs have come in and been extremely interested in taking Neil on loan, and he has decided that it is in his best interests at the moment to have a spell away.
"He doesn't want to be sitting on the bench waiting for a chance to go on as a sub and change a game, he wants to be out there trying to make things happen from the start.
"At the moment, that is just not something we can promise him here just now."
Harris's departure was followed by three other Millwall players taking loans spells away from the South East London outfit.
Striker Ben May has returned to League One side Brentford for a month's loan while fellow hit-man Kevin Braniff has joined Conference side Canvey Island for a loan spell.
Midfielder Charley Hearn, meanwhile, has taken a month's loan with League Two side Northampton Town.
