Cardiff were keen to snap up the Hibernian striker, along with Kilmarnock's Kris Boyd.
However, it appears that the move for both players has foundered, and Cardiff boss Dave Jones will be forced to look elsewhere.
Killie general manager David Mackinnon and boss Jim Jefferies will now hope they can persuade Boyd to sign a new two-year deal with the club.
"Kris has advised us that he will not be moving to Cardiff," said Mackinnon.
"He will be back at Kilmarnock tomorrow, and we will discuss his future with him then."
It is also expected that Riordan will be left out of Hibs' squad to face Rangers at the weekend.
The suggestion is that the player's mind was not considered to be in the right place to be included in the squad after all the speculation about his future.
