Loovens is currently in the middle of a loan spell at Ninian Park and has cut an impressive figure in The Bluebirds' back-line.
Cardiff boss Dave Jones has instructed the board to try to keep Loovens in South Wales on a permanent basis.
Club director Peter Ridsdale flew to Rotterdam to discuss a deal with his Feyenoord counterparts, but left without an agreement in place.
The Dutch side rejected Cardiff's é¼200,000 (£135,000) offer, with Feyenoord hoping to receive a bigger sum.
There are several other teams interested in Loovens, although the 22-year-old would be happy to stay at Cardiff.
"I would like to stay here," Loovens told Algemeen Dagblad.
"There could come some other possibilities, but I don't have the time to think about that right now."
