The £125,000 signing from Den Bosch wasted little time making an impact for the struggling Lions with a superb strike to cancel out Cameron Jerome's opener.
Cardiff have resisted interest from a number of clubs to hold onto Jerome and their top scorer was in lively form, firing just over from 18 yards after 15 minutes.
Darren Purse then ballooned over from Neal Ardley's corner, when he should have done better.
The home side were marginally the better of the two teams and they got their reward after half an hour when Jason Koumas fed Jerome and he drilled in his 16th goal of the season.
Jerome almost added a second in stoppage time when he blasted another shot just too high, before Millwall boss David Tuttle changed things around with the introduction of Powel and fellow new signing Lloyd Dyer shortly after the interval.
And it was Powel who made an immediate impact as he collected Matt Lawrence's pass and thrashed a low shot past Neil Alexander.
Millwall continued to press for another goal without threatening Alexander and they were almost caught out in the dying minutes when Jerome flashed another shot just wide.
