The 26-year-old Dutchman, who has two Eredivisie goals to his name this season, joins The Bluebirds until the end of the season.
He told the club's website: "I'm a strong striker who can hold the ball up and bring players into play. I have good pace and can score goals, so hopefully I will make the team better.
"I want to fight for my place here at club level. I have fought against relegation in the last two seasons at Willem. Now I want to fight for promotion to the Premier League with Cardiff and I will do everything I can to make that happen."
Redan also played down reports suggesting an incident with Kristof Imschoot prompted his departure from Willem II.
"The incident with my fellow player is just a big misunderstanding and has been blown out of all proportion. I want to move on now and look to the future."
