The 24-year-old is negotiating a deal with The Pilgrims and is ready to sign a three-year contract with the newly promoted side.
Argyle manager Paul Sturrock knows Lowndes well, after originally taking him to St Johnstone in 1998 when he moved from Watford.
Lowndes stayed at McDiarmid Park for three years before moving to Livingston in 2001.
He started seven games for Livi, but was then loaned to Rotherham United in England.
He returned to Almondvale at the end of the campaign and played a number of games as substitute, but his career in West Lothian is now set to come to an end.
Another player who is seemingly on his way out of Livingston is Danish defender Morten Petersen.
The Dane only joined midway through last season from bankrupt outfit Lyngby, but he has been unable to command a regular place in the first team and is set to join Brondby.
