The 27-year-old will miss the rest of the season with the problem and with his current deal due to expire in the summer, there were fears that Phillips' time with The Pilgrims would come to an end.
However, Sturrock believes that Phillips has a vital role to play for the Devon outfit next season and not offering the winger a new deal would have been unfair.
"We have made him an offer and he has gone away to think about it," Sturrock told the Plymouth Evening Herald.
"I had a chat about things with the chairman [Paul Stapleton] over the weekend and then saw Buster [Phillips] on Wednesday.
"An offer was made but, obviously, players can't just say yes or no on the spot.
"They have got to go away and deliberate their situation. That is where it has been left for the time being.
"Buster sustained this injury playing for Plymouth Argyle, so I didn't envisage us not offering him anything."
