The Scottish striker joined The Pilgrims on a free transfer from Dundee last summer but failed to make an impact in The Championship.
During his time at Home Park, Milne made 13 appearances for Bobby Williamson's (pictured) side - all as a substitute.
He did not score once for Plymouth and the West Country outfit have not blocked his return to Scotland.
Milne has signed a three-year contract with St Johnstone and the First Division club's manager Owen Coyle has been buoyed by the acquisition.
Coyle told the club's official website: "This signing came about as a result of a chance conversation I had last week during which I learned Steven might be available.
"We've done all in our power as a club to move quickly and bring Steven to Perth and I am delighted to have succeeded.
"Steven is a proven goalscorer at SPL level, I'm confident he can get goals for St Johnstone and I think the fans will enjoy seeing him."
