However, the Palace chief is optimistic the young winger will commit his long-term future to The Eagles.
The England Under-21 star's current deal expires at the end of the season and Tottenham have already seen one bid for his services rejected.
Dowie insists he will not pressure Routledge into signing a new deal against his will, but believes he will ultimately opt to extend his stay at Selhurst Park.
"I am not going to browbeat Wayne into signing if he doesn't want to, but we hope to keep him at this club," he stated.
"He needs to choose carefully but we have an excellent relationship and I hope that will be a factor in his decision.
"Spurs made a very late bid on deadline day and the chairman asked me if I wanted to let Wayne go.
"My answer was a flat no and nothing has changed.
"I am not in the business of knocking down the bricks and foundations of this club."
