The former Arsenal man has endured a miserable season having found himself surplus to requirements and has now seen his situation worsened by this latest injury blow.
Black is currently in plaster and it is expected that he will be on the sidelines for up to two months.
''Tommy went into an innocuous challenge and has broken his fibula,'' confirmed Dowie to Sky Sports News.
''I wish him well and I'm sure he'll come back better than ever.''
Meanwhile, Dowie has again reiterated that he is confident young wide man Wayne Routledge will ink a new deal.
The talented starlet has impressed this term and Dowie is keen to tie him to a long term deal, as his current contract expires in the summer.
''We've had a couple of nice, amicable chats,'' revealed Dowie.
''We're going to try to formulise the nitty-gritty this week and hopefully get a positive response.
''He's played every game he's been available since I've been here - that shows the faith I've got in him.
''His level of performances have been excellent and he's certainly a player we want to keep here for a long time because he's part of the future here.''
