The youngster, who is on loan at Plymouth this season from Cardiff, picked up an ankle knock while on duty with Brian Flynn's U21s on Saturday.
That 2-0 victory over Bosnia also robbed John Toshack of the opportunity to promote two-goal hero Ched Evans into the senior fold.
Shaun MacDonald and Andy King are now the only members of the U21 side able to make the step up for Wednesday's World Cup qualifier against Liechtenstein.
In an effort to add some much-needed experience to his depleted travelling party, Toshack has had MK Dons striker Jermaine Easter flown out, while Walsall midfielder Mark Bradley remains on standby.
"We have to re-group now and make sure we perform better in Liechtenstein," said the national coach following Saturday's 2-1 defeat in Finland.
"We lacked experience against Finland, who had six players in their starting line-up who were over 30. We had five players who could have been in our U21 side."
Saturday's setback in Helsinki denied Wales the opportunity to finish third in Group Four and Toshack admits he is looking forward to putting the past few months behind him and turning his attention to qualification for Euro 2012.
Frustrating
"This group has been very frustrating and we have had one problem after another. We have lost twice to Finland while doing okay against the two big sides, Germany and Russia," he said.
"I won't be glad to see the back of this group, only glad one day to see us able to put out our best side without injuries, withdrawals and retirements to disrupt our plans."
He added: "There is nothing we can do about this situation, players have been pulling out and have made this a difficult problem.
"Overall, too, we have had a lot of players retire from international football during this qualifying campaign.
"But this has been a campaign to forget when it comes down to injuries and retirements. It has been very difficult.
"If we continue to have the problems we have had with injuries, withdrawals and retirements, we will find great difficulty in ever qualifying.
"If that continues it will be virtually impossible to ever qualify from any group."
