The 23-year-old striker is on the fringes of the first-team at Carrow Road, having made just four appearances so far this season.
Norwich still have high hopes for Martin, but they are now ready to let him get some playing time under his belt.
A host of Championship clubs are keen to take the former England youth international, with Derby, Nottingham Forest and Milllwall all believed to be keen.
But Palace have emerged as favourites to land him and are hopeful of concluding a deal in the coming days.
