Rowlands doubled the home side's lead with a well-controlled left-foot volley from Gareth Ainsworth's cross to the far post.
Parkin brought Ipswich back into the game in the when he robbed Georges Santos in the area and curled a shot into the top corner beyond Royce.
The former Swindon man was denied a second by a remarkable goal-line clearance by Marcus Bignot, but Rangers created the better openings.
Rowlands and Gallen both shot narrowly wide and Paul Furlong had a goal ruled out before seeing his late header drop just the wrong side of the post.
