The Magpies have moved to seal a deal for Scully - who has been training with them for the past few weeks.
Scully, who has previously plied his trade with Manchester City, Bournemouth, QPR, Stoke, Peterborough and Southend, departed Cambridge United in the summer.
After spells with Barnet, Dagenham & Redbridge and Tamworth this season, he has been given the chance to impress at Meadow Lane.
Scully is expected to make his debut on Saturday against one of his former clubs, Bournemouth.
Scoffham, though, will not be available to play on Saturday and should sign early next week.
The 20-year-old Gedling Town striker has agreed a 18-month contract after impressing during a trial.
"We have signed Scoffham and Scully, and Scully will go straight into the squad for tomorrow's game," said manager Gary Mills.
"He is an out-and-out winger who can play either side of the pitch and I think he will give us a little something.
"We are also delighted to sign Scoffham and it might not be long before he is ready for the first team."
Mills also revealed that he wants to bring in Dele Adebola from Coventry, but he faces competition from Burnley.
"As for Adebola, he is a player we thought we were close to signing, but Burnley have expressed an interest in the last 24 hours," he added.
"I have not given up hope, far from it, but they are a Division One club.
"It may be that we have to start looking at other targets."
