The Canaries had previously agreed a deal with the Scottish Premier League outfit for midfielder Gary Holt, only for the move to collapse when former manager Bryan Hamilton quit the Norfolk club.
Now, after agreeing a fee believed to be around £150,000 for 23-year-old Hay, it is understood that new Norwich boss Nigel Worthington has had a change of heart over the proposed deal.
Having placed full back Fernando Derveld on the transfer list at the First Division club, Worthington is known to be keen to bring in a new left back, and he also ran the rule over 31-year-old German defender Marcus Kranz this week, as a possible replacement.
And Kilmarnock manager Bobby Williamson has confirmed that the deal for Hay will definitely not be going through.
"I have just spoken to our chief executive who said that we had agreed in principle for Garry to go to Norwich, but due to circumstances out of our control, the deal is dead," explained Williamson.
