The Canaries tabled a £900,000 bid for the 20-year-old marksman, but they became the second club to have an offer turned down this summer after Wycombe earlier saw a £500,000 bid snubbed.
Pirates chairman Geoff Dunford made the club's position abundantly clear, saying: "At the moment, he is not for sale. It's as simple as that."
Rovers are still haunted by the sales of strikers Jamie Cureton to Reading and Bobby Zamora to Brighton - players who topped the scoring charts in their respective divisions last season - and they are keen to avoid a similar situation occurring with Ellington.
