The 31-year-old can play either in defence, midfield or up front and comes to the Bescot Stadium club following the club's decision to release both Herivelto and Dani Rodrigues from their contracts.
The former Millwall, Wolves, Crystal Palace man missed most of last season through injury but will hope to boost Saddlers boss Colin Lee's small squad over the next four weeks, re-uniting with his former manager from his days at Molineux.
Lee told the Walsall official website: "With us having such a small squad and Neil being a utility player who is comfortable in a number of different positions, this is a very good signing for us.
"He is a player that I have worked with before and will give us a real physical presence, he is also a good character to have around in the dressing room.
"He has had his problems recently, but is determined to get back into regular action and his month with us should prove to be beneficial for all parties concerned."
Norwich City boss Nigel Worthington added: "This is a good opportunity for Neil to increase his fitness levels and get first-team games under his belt.
"We will assess the situation after a month and see how we takes things from there."
Emblen could make his Walsall debut against his old club on Saturday when The Saddlers host Wolves in a local derby clash.
Emblen's addition follows Walsall's agreement with Herivelto and Dani Rodrigues to pay up their contracts and allow the duo to leave the West Midlands club.
Both players have failed to make enough of an impression in The Saddlers' first team and the club has decided to let the pair move on.
Lee added: "Due to the fact that the pair have made little contribution so far this season, we have decided that it is best for all concerned to come to an agreement to pay up their contracts and allow them to leave the club.
"They are both nice lads and we wish them all the very best for the future."
