A first-half strike from Hugo Rodallega gave Fulham a crucial victory which saw them move within two points of safety.
Fulham are now hot on the heels of 17th-placed Norwich, who must face Liverpool, Manchester United, Chelsea and Arsenal in a bid to retain Premier League status.
Norwich undoubtedly enjoyed the better of possession and were in the ascendancy in a game which Fulham boss Felix Magath admits they were "lucky" to win.
In his first game in charge since taking the reins from Chris Hughton, who was sacked by Norwich following last weekend's 1-0 defeat to West Brom, Adams believes Norwich did everything right but find that all-important goal.
"You can't fault the effort or attitude of our players today," Adams told Sky Sports.
"I thought we got it tactically right and it's just about taking chances."
Ricky van Wolfswinkel could have broken the deadlock in the first half when he steered Martin Olsson's cross on target, only for David Stockdale to produce a stunning reflex save.
Robert Snodgrass hit the crossbar with a free-kick, for the second time in as many weeks, but try as they may Norwich were unable to score for a third Premier League game in succession.
"We created a good half-a-dozen chances and the keeper has made an unbelievable save from Van Wolfswinkel and we've hit the crossbar," Adams added.
"We've done everything but score and that is what has cost us today."
Dutchman Van Wolfswinkel has now gone 20 hours with a goal, with only one to his name all season, and Adams refused to criticise the man he appointed to lead the line.
"He's done everything right, put the ball back across the keeper but it's a fantastic save from the keeper," the former Norwich academy manager said.
"Nine times out of 10 that's in. Ricky obviously needs a goal but his work-rate is excellent and I could not believe the save."
