The Loftus Road club had agreed a deal with the 24-year-old in June, following his release from nearby London rivals Brentford.
His move has taken a bit of time to complete following numerous medicals on the player.
Rowlands suffered a broken fibula last season with The Bees and needed to satisfy QPR's medical staff of his fitness before sealing his move to the club.
The midfielder was delighted to complete his move to the West London club and hopes to help his new side clinch promotion from the Second Division this coming season.
"I knew the deal would go through, I just had to get back fit before they would give me the go ahead," Rowlands told QPR's official website.
"I've been training for a couple of weeks and I feel really good now.
"The lads have been very welcoming, but it was frustrating watching them train at first.
"Now I'm happy to be able to train with them and it is clear how excited everyone is about the new season. I'm sure we're going to do really well."
