The Brazilian goalkeeper, who hopes to be the host nation's No.1 next summer, has been starved of opportunities this season due to the good form of Robert Green.
Redknapp has no intention of taking Green out of the side but he is also convinced that Cesar has the quality to join any club and was surprised that nobody came in for him in the summer.
The QPR manager says they will not ask for a fee for Cesar, who arrived at Loftus Road in August 2012 on a four-year deal, and reports suggest there will be a number of clubs interested.
Manchester City are among those to have been linked with Cesar after Joe Hart was recently dropped following a series of mistakes.
"We wouldn't stand in Julio's way and we aren't asking a fee for him," Redknapp said, quoted by the Fulham Chronicle.
"He needs to play and he could play anywhere for any team. He's just been unlucky.
"Rob's been fantastic and I can't take him out of the team.
"However, Julio's a great guy, and he needs to play soon, so he can play in the World Cup."
