The 34-year-old has struggled to feature in QPR manager Harry Redknapp's plans so far this season and has been given permission by the Championship outfit to find a new club.
Cesar, who joined QPR in August 2012, has now said that he could return to his homeland this month in order to play for Gremio for the rest of the season and secure a place in Brazil's World Cup squad.
"The negotiations are very advanced and are well underway, but I have not signed anything yet," he told Globo Esporte.
"I am happy with Gremio's interest. It is a great club and playing in the Copa Libertadores makes it even more interesting to finalise the negotiation.
"I was given interesting information about the city of Porto Alegre. It is a great city to live in and I am thankful for their interest."
However, Gremio have denied that they are interested in Cesar and insist that there are no ongoing talks with the former Inter Milan keeper.
"Gremio are not involved in any kind of negotiation with Julio Cesar," the Brazilian club's director Marcos Chitolina told Zero Hora.
"I don't know where that information comes from."
Executive director Rui Costa told Radio Gaucha: "There is no chance that Gremio will sign Julio Cesar. Our first-team goalkeeper is Marcelo Grohe."
