The new players, who were were long-standing targets of the former Nottingham Forest manager, were unveiled at Oakwell on Wednesday.
Conlon has joined from North East outfit Darlington while Vaughan and now Hassell have both made the switch from Mansfield Town.
"I am very pleased to add these three players and I have been interested in all of them since I came to the club," said Hart to the club's official website.
"I was very determined to bring them all to Barnsley this summer.
"I have been equally pleased with the reaction of Tony, Bobby and Barry to the challenge of coming to Barnsley.
"They are hungry to succeed and want to win things with this club. I am looking forward to working with them.
"I want to build a team that has strength, presence, skill and ability and all three have that.
"We now have to get a winning formula and blend the players with each other to make us a force."
Hassell conceded the club was a massive step-up from The Stags and that everything at the South Yorkshire outfit impressed him immensely.
"Everything about the club is different class," said Hassell. "I am very pleased to be making this move.
"I was looking for a new challenge after deciding to leave Mansfield and when Paul spoke to me I quickly made up my mind that Barnsley was where I wanted to be."
The Tykes could be set to bolster their squad even further after agreeing a fee with Leeds United for Republic of Ireland midfielder Stephen McPhail on Tuesday.
