The 22-year-old, capable of playing anywhere across the backline, impressed Little (pictured) in two reserve matches for The Tigers towards the end of last season and the Hull boss made him one of his top transfer targets.
And after securing the services of Andy Holt from Oldham and Southend's David Lee, Bloomer became the club's third signing since their play-off semi-final defeat at the hands of Leyton Orient.
He made only 15 appearances before being handed a free transfer by The Mariners at the end of last season and Bloomer's arrival will not be the last at Boothferry Park, in what looks like being a hectic summer for the club.
No fewer than 14 players were released - including high wage earners Theodore Whitmore, John Eyre and Gary Brabin - and chairman Adam Pearson has promised more incomings will follow as he and Little look to build a 21-man squad.
The Tigers chief is already in negotiations with Swindon striker Gary Alexander, but a deal for the former West Ham hit-man remains a long way off.
He is also trying to tie up a deal for Chesterfield duo Marcus Ebdon and Ryan Williams, just two of 14 targets he and Little have identified for the club.
