Orient were considering a move, but instead chose to swoop for Northwich Victoria hot-shot Gary Fletcher, who, ironically, spent time on loan with Hull last term.
Alexander has not been allowed to reflect, as Hull, who have been interested for some time, stepped in and offered a fee in the region of £150,000 for the 21-year-old.
The deal is subject to the player completing a medical, and chairman Adam Pearson insisted that the substantial outlay will prove to be money well spent.
"He's a young lad and is capable of scoring goals at this level, as his spell with Exeter showed," he said.
"The fee is considerable but both myself and Brian Little believe we're getting a quality player for the investment.
"At the end of the day, we're only interested in quality and Gary will bring that to the team," Pearson declared.
Alexander is a proven goalscorer, having hit the target on 16 occasions in 20 games during a spell with Exeter, and The Tigers feel that his eye for goal could catapult them into the promotion positions next term.
