Both players are out of contract in the summer and were offered improved terms, but it would appear they are set to leave Boothferry Park, with Tigers chairman Adam Pearson confirming the deals were all they could really afford.
"We made offers to Ian and Theo and have been waiting for an answer during the past couple of weeks," Pearson said.
"Their agent, David Speedie, has now been back and informed me that they won't be signing the contracts.
"We offered them both two-year deals which were an improvement on their current ones and what we've put to them is all we can really afford.
"A financial commitment larger than the one we've made wouldn't be in the best interests of the club and that's what I have to consider.
"Under the terms of their current contracts, Ian and Theo are now free to talk to other clubs but should they leave before the end of the season we would be asking for a fee."
Meanwhile, the club have moved to solve their worrying goalscoring problem by handing a trial to Sheffield Wednesday youngster Dean Cropper.
