Laws has offered three-year deals to Nathan Stanton and Andy Dawson while one-year deals have been offered to Ian Kilford, Martin Carruthers, Peter Beagrie, Terry Barwick, Andy Parton and Andy Butler.
However, The Irons' manager has released James Cotterill and Richard Kell from Glanford Park and is unlikely to pursue permanent deals for loan players Paul Dalglish and Greg Strong.
Laws admitted that the newly-imposed salary cap in Division Three for next season has influenced many of his decisions for the coming campaign.
"It has been a difficult time for me knowing that the budget is going to be very tight, particularly with the recommendations from The Football League," Laws told the club's official website.
"That has squeezed our purse strings even tighter and I have tried to come up with the best possible solution for our out of contract players.
"I am confident most of the players will sign new deals but I may lose one or two.
"In particularly Andy Dawson, who I think may go elsewhere but I haven't had that confirmed yet."
Hull City are believed to be trailing the highly-rated United man.
