The former Ashton Gate trainee completed the formalities of his medical on Tuesday before penning a two-year contract - with the option for another year - with the Humberside club.
With City boss Brian Tinnion having signed centre back David Partridge for £150,000 from Scottish Premier League side Motherwell this week, the club seemed prepared to cash in on Coles by allowing him to join The Tigers.
The 23-year-old becomes the fourth Robin to leave the West Country club for a side in The Championship.
Joe Anyinsah (Preston North End), Tommy Doherty (Queens Park Rangers) and Leroy Lita (Reading) have all made the step up a division for the coming campaign.
Coles was delighted to make the switch to The Kingston Communications Stadium.
"I am thrilled to bits," Coles told The Stellar Group's official website.
"I was distraught when we missed out on the play-offs last season and wish Bristol City all the best for this season. They are a good club and there is a great set of lads there.
"But to have the chance to test myself in The Championship and play for a manager like Peter Taylor was too good an opportunity to turn down.
"Hull are a very ambitious club and when I spoke to the manager and staff here, it was made clear that they are going all out for promotion to The Premiership.
"That is something that really excites me and now I cannot wait to get my first training session under my belt, meet the rest of the lads and get settled in."
