The former Cambridge United and Peterborough United player has not featured regularly for The Tigers this season and has taken the chance to visit the Ashton Gate club to discuss a loan switch.
Robins boss Gary Johnson knows Joseph from his time as Cambridge boss and is keen to sign another defender in order to boost City's leaky backline.
The former Latvia and Yeovil Town manager admitted there is an option to make Joseph's proposed loan move a permanent arrangement.
"He is a leader and a good talker on the pitch," Johnson told the club's official website.
"He did well in the team who won promotion from our division last season and is the type of character I want.
"All loans I make tend to be with a view to a permanent transfer.
"Peter Taylor likes Marc and he is still part of his plans. But the lad wants regular first team football and there is stiff competition for him at Hull at the moment."
Meanwhile, City have confirmed they have reached a mutual agreement with former manager Brian Tinnion regarding his contract.
Tinnion, who has been training with League Two side Cheltenham Town, ended his 12-year association with the club when he resigned as Robins boss in September following a woeful start to the season.
