The England international has failed to feature this term after undergoing hip surgery during pre-season.
The former Liverpool ace has not played a competitive match since featuring as a second half substitute in England's 3-0 World Cup win over Denmark.
Fowler is set to partner Michael Bridges in attack against Villa and Venables is happy to have the pair close to a return.
"Robbie is on his way back and with Michael Bridges also close to a return things are looking very good in that department," Venables told the Yorkshire Post.
"Robbie has trained with us and he has looked good so if all goes well then he will be given the chance to play in the reserves."
Meanwhile, Leeds are believed to be ready to resurrect their interest in Brazilian World Cup winner Kleberson when the transfer window re-opens in January.
Leeds were strongly linked with the Atletico Paranaense ace in the summer but any move failed to materialise.
The 23-year-old is thought to be keen on a move to Europe and has also been linked with a move to Scottish Champions Celtic.
Venables is keen to bolster his midfield with Olivier Dacourt and David Batty dropping out of favour at Elland Road and Kleberson is thought to be his top transfer target.
