The former Chelsea shot-stopper had been interesting Championship outfit Leeds United.
However, Swindon have moved quickly to fend off potential suitors and manager Andy King is delighted Evans will be staying.
King believes Evans would have been difficult to replace and is pleased his back-line will not be unsettled through his departure.
"Rhys Evans has agreed to sign this morning," explained King. "He has a lot in his favour and has a great pedigree - England Under-21 and Chelsea.
"It will give us stability at the back and it would have been very hard to replace him. Rhys sets very high standards for himself and I think there is more to come.
"He is as good a shot-stopper that there is in our division and I am therefore very pleased that he has agreed to stay."
Meanwhile, keeper Matt Bulman will return to The County Ground for pre-season where he will be given the chance to secure a professional deal.
The three-year scholar, who will return on a month-to-month deal, has been informed he will be handed a professional contract and challenge Evans should he impress.
