"I will need to add players next year," said Newell.
"I don't know whether that will be possible but if it is, I believe we will have a real chance of getting promotion next season.
"I know there will be restrictions on what I can do but I don't think we are that far away."
Meanwhile, the club have given midfielder Danny Stevens a one-year contract extension.
Stevens has yet to make his debut for the first team but some impressive displays for the club's reserves has persuaded Newell to give the starlet a new deal.
