The 21-year-old, who joined The Robins in March 2000 from Swindon, was out of contract in the summer, but he has pledged his future to the club after agreeing to stay until the summer of 2004.
Hulbert has failed to hold down a regular place in City's side, making just three league appearances all season, but Robins boss Danny Wilson is delighted that he has signed a new deal to stay at the club.
"I'm delighted with Rob," Wilson told the club's official website. "He has not played regularly for us as yet, but he is an integral member of the squad.
"He's the right age for us and already has good experience. He was playing League football at 17, which is a mark of his talent, and now has some security behind him to hopefully achieve some success here."
