Both sides had chances, but a combination of poor finishing and resilient defending saw the game stay goalless for the majority.
However, Tranmere increased the pressure in the final quarter and were rewarded for their endeavour when Dadi headed in from six yards out with eight minutes remaining.
City remain third, while Rovers climb further away from the relegation places thanks to the three points.
Blackpool did not suffer a Millennium Stadium hangover as they took all three points from their trip to Bournemouth.
The Seasiders secured LDV Vans glory at the weekend and they carried on the momentum to Dean Court as goals at the end of each half from Mike Sheron and John Murphy sandwiched an effort from Steven Fletcher to secure victory.
The defeat is a real blow to Bournemouth's play-off hopes as they could have gone sixth with a win.
