The experienced left back, 33-years-old, was released by Bristol City in the summer after eight years at Ashton Gate.
Ward had been keen to take him to Whaddon Road but with Port Vale also thought to be interested, the Robins chief admits it looks unlikely that he will land his man.
''It's not going to happen,'' Ward told the Gloucestershire Echo.
''I've not done anything on it and I think he'll get better offers.
''It might be possible if he got nothing else, but I think he's had better offers.''
