The 33-year-old is looking for pastures new after ending his eight-year spell with Bristol City at the season's end.
The former Northampton Town and Wycombe Wanderers left back has attracted the interest of other clubs, including League Two side Cheltenham Town.
Bell, however, has joined Martin Foyle's side for pre-season training in order to get a better sense of the Potteries club and the defender likes what he has seen.
"It's not to do with money - although that is always nice," Bell told The Sentinel.
"I want to go to someone who has a chance of doing something in the league they are in.
"I have only been at Vale for a couple of days, but I am impressed with the manager and his set-up here, and they are a good set of lads.
"I think it just comes down to football. If I have to move (from the West Country), then so be it.
"I could take the easy option because there are a couple of local teams interested, but if you take the easy option, then sometimes you regret it."
