The 23-year-old will sign a two-year deal with the option of a third season should he pass a routine medical at the KC Stadium.
Hull have been tracking Coles for some time, while City rejected a bid of £500,000 from Cardiff City back in the 2003/04 campaign.
Robins chairman Steve Lansdown has revealed the club are happy with Hull's offer and do not want to stand in the way of the player's ambition to play at a higher level.
"We have been waiting for an acceptable offer for Danny, which would represent good business for the club," said Lansdown to the club's official website.
"Hull have now come up with that and we have told them they can speak to him.
"Danny has made it clear for some time that he wanted to be playing in The Championship and this is his chance."
