Robertson has been looking for a new club after being released by Nottingham Forest at the end of the season.
Millers boss Mick Harford is a big admirer of Robertson having worked with him while he was at Forest.
Harford believes the versatile performer will prove a valuable addition to the Rotherham squad.
"Gregor is strong and athletic and he is just the kind of young and mobile player I am looking for," Harford told the club's official website.
"I am sure he will do a good job for us."
