Experienced winger Bullock has not been offered a new contract by Seasiders boss Colin Hendry, with his present deal expiring in the summer.
Bullock has spent four years at Bloomfield Road and has been a fixture in the team but Hendry outlined his reasons for axeing the 30-year-old.
"It was a difficult decision," Hendry told the club's official website.
"I think we need to build a better side with a bit more presence and of course we have whatever budget to keep to and we are trying to get players in who might cost more than others and it is about me weighing everything up really."
Hendry, though, is anticipating defender Evans to pen his contract extension in the coming days, with Paul Edwards still waiting to learn if he has a future with the League One side.
